INTERPRETATION
INT_HAB_2_4_1QPHAB_PESHEREvidence state: documented fact
The extant pesher formula at the top of column 8 introduces a sectarian interpretation applying the “righteous” to law-doers and connecting their deliverance with faithfulness in the Teacher of Righteousness. This is ancient Jewish interpretation/reception evidence, not a textual expansion of Habakkuk 2:4.
Documented evidence
Claim: The extant pesher uses an interpretation formula and applies the verse to the community’s law-doers and their faithfulness in the Teacher of Righteousness.
Evidence Type: ancient interpretation/reception
Confidence: documented fact

What this does not establish
The pesher interpretation is not part of Habakkuk’s biblical wording.
It does not prove that Paul depended literarily on 1QpHab.
Similarity in use of Habakkuk 2:4b does not automatically prove direct dependence.
