Claim

The 2013 Moscow Patriarchate position affirms primacy at multiple ecclesial levels and historical Roman primacy of honor in the first millennium, but rejects transferring diocesan/local governing powers to a universal first hierarch and rejects a divinely instituted universal jurisdiction of the Roman bishop. v57 treats this as one major Orthodox institutional formulation, not as exhaustive of all Orthodox views.

What this does not establish

That every Orthodox theologian or autocephalous church articulates primacy identically.
That Matthew 16 gives Peter no distinctive role.
